Changes in
Politburo
Situation Report
The Communist Party plenum elected Maj. Gen. Mikhail Surkov,
secretary of the newly formed all-army political committee, to the
Politburo On Thursday. Gorbachev recommended his appointment
at the army party conference last month. The plenum also moved
Oleg Baldanov from the Secretariat to take the position of deputy
chairman of the Defense Council.
Comment: These changes show the party's determination to maintain
tight control over the armed forces and the military-industrial sector.
Surkov is the first military figure named to the Politburo since
Defense Minister Yazov was removed last July; his appointment
signals a renewed effort to strengthen party-army ties and probably is
intended to mollify the traditionalists in the military.
