After-Action Report Class # 17-02 CIA Special Services Branch Canine Unit July 31 � November 17, 2017 Background � The foundation for the course was a based on classical conditioning paired with a food reward methodology and a passive final response that is indicated by the dog through a change in behavior when exposed to an explosives odor. Purpose/Objectives � The purpose of this course is to train canines that can safely and effectively conduct a basic detection search of luggage, mail, post blast scenes, vehicles, buildings, and open areas for explosives and weapons. The objective of this course is to develop a new student and canine into an effective team while emphasizing to the handler to think on his/her own, and to work independently. The student is taught how to evaluate a situation that requires an explosive detection capability and correctly employ his/her team for maximum effectiveness while understanding the team's limitations. Prior to departing the CIA Canine Training Center, the student has a working knowledge of how to conduct effective explosives and scent discrimination training, and is taught how to maintain their assigned canine in the optimal physical condition at all times. Attendance - 1 Frederick County Fire Marshall, 1 Fairfax County Police Officer and CIA Police Officers Approved for Release: 2019/12/02 C06769983 Approved for Release: 2019/12/02 C06769983 Summary of Evaluations - Members of the class rated the course as follows: 2 - 5 "highly satisfied", 3 - 4 "More than satisfied". 4.4 Average instruction Quality- The instructors were rated very high on their overall knowledge and delivery of the course. 3 - 5's, 2-4's. Average of 4.6 Customer Satisfaction Data - A copy of the Student Critiques has been forwarded to the Chief, CIA Security Protective Service for review. Training Assessment -The One dog from Puppies Behind Bars and five dogs from Susquehanna Service dogs with the five handlers that were paired with them performed very well (see below on the sixth). All the dogs are very confident and show no signs of anxiety in any environment and grew in confidence as the weeks went on. The teams graduated class with all the necessary training to prepare them for work in the field. We are confident that the five dogs and handlers will have long careers as strong successful teams. **Canine Lulu (From Susquehanna Service Dogs) was dropped from the Class on August 27, 2017 due to her reluctance to work. K9 Heron, aka "Harry" was selected and began on August 28, 2017. K9 Suni was dropped from the program during week 6 of class, October 16, 2017. Due to the teams "incompatibility- it was in the dog's and Handler's best interest to not continue training. The Handler will attend the spring 2018 class. Proposed Changes - More field searches and weekends off after the second week. Line discrimination hasn't totally 745 clicked as of yet. Will get frustrated and lay down/bark at times. Was put up .2x and brought back out with good results. She'll be fine, just hasn't got the hang of it yet. (All exercises performed in booth), Saturday � Intro to Line discrimination and "seek" Trainer's note: A great 1st week. Each dog was beginning to show a change of behavior (COB) on the cans. Each dog will sniff them and either double tap it or look straight at the trainer foi their reward. We didn't have to work through any serious issues and don't have any concerns with any of the dogs. The more we do exercise's the more confidence they will show. This class of dogs is a fun group and look forward exposing them to new things.
