1. This agency resumed operational interest in and
contact with Vladimir SECEN, 235 Salamanca Street, Coral
Gables, Florida on 2 April 1973, for the purpose of obtaining
information on terrorist activities of Yugoslav emigre
organizations in Latin America.\
2. We deeply regret not having obtained the necessa
previous coordination with you, but we did not realize at
the time of recontact that SECEN was a resident alien. Our y(
files reflect that he was trying to obtain U.S. citizenship c:-.40�._
in 1962-63. when he was previously of operational interest
to us.
Our
origina intent had been to attempt recontact with SECEN
through your Miami
field office. When we discovered,that one of our

4. Our dealings with SUER have
concerned Croatian nationalist, activities abroad

arohnd the middle of June, after which we hope to debrief
him on emigre organizations and activities, particularly
those with terrorist leanings or communist affiliations,
in North and South America.
S. While we have not prepared a formal memorandum
of all of our contacts with SECEN the officer
involved ____________can be made available to brief your
officers on the basis of his notes. We will also be
happy to service any requirements you may have at our next
meeting with SECEN. We would recommend against joint
handling of SECEN at this point because he has expressed
his fears that any revelation of his contact would
discredit him with the emigres with whom he works and he
has stipulated as a condition for his continued cooperation
that the number of persons involved with him or witting of
his cooperation be held to an absolute minimum.
