EL SALVADOR: Insurgents Increase Local Attacks
The guerrillas are attempting to take advantage of
a government offensive in the northeast by hitting vul-
nerable targets elsewhere. Recent sabotage of the elec-
trical power system has again blacked out the eastern
third of the country, and the capital was without power
for several hours. The insurgents also have hit isolated
military garrisons and plan raids on several cities in
the near future. In addition to regaining the military
initiative, they hope to score some major propaganda
victories.
