EL SALVADOR: Insurgent Offensive Postponed
The guerrilla campaign originally scheduled for this
month apparently has been delayed until early next year,
largely because of coordination problems among the various
insurgent factions. Another factor may have been the
unprecedented success of a recent government offensive
against a major insurgent concentration near the Honduran
border. The action, which was based on improved intelli-
gence, forced at least one guerrilla unit to flee the
area; it appears to have reduced the immediate threat
to the two key hydroelectric dams. To keep the insurgents
off balance, the government has begun another large
offensive against a guerrilla stronghold in the northeast.
The military is seeking cooperation from Honduran forces
to prevent the insurgents from escaping across the border.

Despite the delay, the insurgents are likely to con-
tinue local attacks this month. The insurgents have been
told that attempts to provide them with supplies would
be made over the holidays.
