In the note, Albania disclaims all responsibility, rejects the question of compensation and indemnity, suggests that Greece laid the mines, and accuses the 'British of violating Albanian sovereignty. EUROPE 2. ITALY: Currency conversion program compromised--US Embassy Rome reports that the Italian currency program has been seriously compromised by the theft of the printing plates for the 500 and 1000 lire notes. 'THE AMERICAS 3. BOLIVIA: Constituent Assembly supports Betancourt--US Military Attache Caracas reports that the Venezuelan Constituent Assembly has validated the Revolutionary Junta's decrees, and extended junta President Betancourtis powers until new elections are held. 4. ARGENTINA: Bolivian Ambassador unaware of Argpn pe ressure--US Charge Buenos Aires reports that the Bolivian Ambassador to Argentina (a) is unaware of "any Argentine pressure designed to secure Bolivian acceptance of a trade treaty and customs union, but (b) believes a Bolivian commitment to deliver to Argentina 300 tons of tin monthly would "very considerably" ease Bolivia's food imports problem.
