China reluctant to disclose armed forces in China to UN--Wellington Koo has informed Austin that he had interpreted US assent to proposals for information on armed forces of UN members to exclude information concerning their forces inside their own national boundaries. Koo de- clared that "the Chinese Government would scarcely wish to reveal to the Chinese Communists the size and disposition of Government force, bases, and airfields in China." 2. Return of war criminals to Yugoslavia recommended�US Charge Hickok In Belgrade recommends that some non-political war criminals be turned over to the Yugoslav Government, because delay in their return,particu- larly from Italy, is "one major cause of friction between the Yugoslav and US Governments." EUROPE 3. USSR: Kremlin reportedly fears demonstration on 7 November--US Mil- itary Attache Moscow reports that a disgruntled Kremlin official of un- known reliability has told the Embassy that a "We want bread"� outburst is feared during the 7 November (Revolution Day) parade. As a result, only a few selected Party member representatives of factory workers - will participate in the march. The 1VIA comments that, while it is very doubtful that Soviet work- ers would have the audacity and leadership to make such an attempt, the Kremlin is aware of existing low morale and may take steps to guard against a possible outburst. 4. ITALY: US Embassy requests Marine guard--US Charge Key strongly recommends that, in view of present conditions in Italy, the State Depart- ment arrange for the assignment of US Marines to guard the Embassy. 5. AUSTRIA: Parliament supports Government--According to US Charge Denby, Chancellor Figl considers That the recent secret session of thern Parliament ended with a "virtual vote of confidence" in which the four Communist delegates joined despite their "vicious attacks" on the Gov- ernmen ingit6revious debates. � t 41.
