ON ORDERS OF MARSHAL L 0 N NOL, A PSYCHOLOGICAL WARFARE HEADQUARTERS PROCEEDED IMMEDIATELY TO THE AREA OF TCHENLA It AND ESTABLISHED ITSELF ON 2 SEPTEMBER 1971 IN BARAY. IT MET AT ONCE WITH THE CLERGY AS WELL AS WITH THE RESPECTABLE MEMBERS OF THE AREA. THE MAYOR-WAS IMMEDIATELY CHARGED WITH TAKING A CENSUS OF THE INHABITANTS, PAGODAS CLERGY AND THOSE WHO HAD BEEN FORCIBLY TAKEN AWAY BY THE ENEMY. LOCAL TRANSPORTATION FACILITIES WERE INVENTORIED. ON-THE--SPOT INVESTIGATION COLLECTED POPULAR REACTIONS AND TESTIMONIES. THE HARSH OPPRESSION OF THE ENEMY BECAME IMMEDIATELY APPARENT, ALONG WITH THE GENERAL UNHAPPINESS OF THE -POPULATION. THE ENEMY HAD RESTRICTED THE MOVEMENTS OF THE AGED., INFIRM WOMEN AND CHILDREN AND HAD HELD THEM AS HOSTAGES. BOTH MARRIED AND UNMARRIED WOMEN HAD .BEEN RECRUITED FOR CARNAL PURPOSES. THE ARRIVAL OF TCHENLA II WAS A DELIVERANCE FOR THE POPULATION. THANKS TO PSYCHOLOGICAL ACTION ACTIVITIES, THE PEOPLE RETURNED TO THEIR HOMES, AND THOSE WHO REMAINED IN ENEMY HANDS SOUGHT TO ESCAPE.. Al THE TIME OF THE ESTABLISHMENT OF THE HEADQUARTERS IN BARAY, THE TOWN CONSISTED OF 8 918 INHABITANTS. WITHIN A WEEK THE FIGURE CLIMBED STEADILY. HILE THE HEADQUARTERS WAS THERE 4,000 ADDITIONAL PERSONS ARRIVED AND 333 INDIVIDUALS WHO HAD BEEN ENROLLED WITH THE ENEMY WERE INTERVIEWED BY THE HEADQUARTERS. THE RESULTS OF THESE INTERVIEWS REVEALED THE INFORMATION CONTAI4ED BELOW. 3. BECAUSE OF MEASURES TAKEN BY THE ,EN.EMY, THE PRACTICE OF THE BUDDHIST RELIGION WAS IMPOSSIBLE. 'MONKS COULD NO LONGER CIRCULATE TO OBTAIN FOOD, THE ENEMY INSISTING THAT IF THEY WISHED TO EAT THEY HAD TO WORK. RELIGIOUS CEREMONIES OF ANY SORT WERE FORBIDDEN. SALE OF WHITE AND YELLOW CLOTH WAS STOPPED TO PREVENT THE MONKS FROM MAKING THEIR ROBES. THOSE WHO OPPOSED THE ENEMY WERE TORTURED OR KILLED. THE ENEMY USED YOUTH AND INTELLECTUALS FOR PROPAGANDA PURPOSES, AND THEY WERE ENROLLED BY FORCE. THE MOST INTELLIGENT WERE KILLED. YOUNG GIRLS WERE INCORPORATED INTO THE "REVOLUTIONARY GIRLS CORPS" AND BECAME GIRLS OF EASY VIRTUE (FILLES A TOUT FAIRE). MANY WERE HARSHLY VIOLATED AND THE LEAST.PAOTEST BROUGHT EXECUTION. ABOUT TWENTY GIRLS FROM BARAY WERE CARRIED OFF BY THE ENEMY. CHILDREN FROM AGE 6 TO 13 WERE TAKEN FROM THEIR PARENTS AND SENT TO AN EDUCATION CENTER WHERE THEY WERE TAUGHT COMMUNIST DOCTRINE. THE CHILDREN RETURNED HOME HOSTILE TO TRADITIONAL KHMER LIFE, INSULTING MONKS, OLD PERSONS AND THEIR PARENTS AS USELESS TO SOCIETY. 5. THE GENERAL POPULATION COMPLAINED OF THE CRIMINAL ACTIONS OF THE ENEMY, MURDERS, BESTIALITIES AND PILLAGES. INVESTIGATION REVEALED FLAGRANT POLITICAL GENOCIDE: 182 PERSONS DISAPPEARED, SOME OF WHOM WERE FOUND IN MASS GRAVES. (b)(1) (b)(3) COMMENT: THERE THEN FOLLOWS A LISTING BY NAME OF PERSONS KNOWN TO HAVE DISAPPEARED OR TO HAVE BEEN EXECUTED.) - 6. THE RESULTS OF THE ACTIVITY OF THE PSYCHOLOGICAL WARFARE/PACIFICATION HEADQUARTERS WERE REMARKABLE. DUE TO THE EFFORTS OF THOSE FROM THE MINISTRY OF INFORMATION COMMIS- SARIATS FOR WAR VICTIMS AND FOR GENERAL MOBILIZATION, AND YANK BY 13 SEPTEMBER 2,315 PERSONS HAD RETURNED TO BARAY. MAKING A POPULATION OF 11,233. AN ADDITIONAL 333 PEOPLE WHO HAD ENROLLED WITH THE ENEMY RETURNED. A SPONTANEOUS MARCH OF SEVERAL THOUSAND PEOPLE ARMED WITH CLUBS AND MACHETES WENT OFF ON 12 SEPTEMBER 1971 TO LIBERATE ADDITIONAL BLOOD BROTHERS FROM THE CLAWS OF THE ENEMY, AND 304 FAMILIES AND 48 MONKS WERE FREED ON THIS DAY ALONE. INFORMATION OF A MILITARY NATURE WAS OBTAINED, THEREBY DESTROYING THE MILITARY PLANS OF THE ENEMY. POLITICAL INDOCTRINATION COURSES RUN BY THE MINISTRY OF COMMUNITY DEVELOPMENT AS WELL AS .BY POLITICAL ADVISORS AND PERSONS FROM THE PSYCHOLOGICAL WARFARE HEADQUARTERS WILL BEGIN.
