Dear Ms. Miller:
This is in response to your 15 September 2014 correspondence (enclosed at Tab A) in
which you referred one document for our revieW and response to you. Specifically, we refer to
the 15 October 2007 Freedom of Information Act (FOIA) request of Kelly Taylor for a "report
filed by the Inspector General and General Counsel of the Department of Defense
regarding U. S. activities in Guatemala."
We determined that there is CIA information in the document that must be withheld.
Deletions were made on the basis of FOIA exemptions (b)(I) and (b)(3). A marked copy of the
.document is enclosed at Tab B7 Exemption (b)(3) pertains to information exempt frpm
disclosure by statute. The relevant statutes are Section 6 of the Central Intelligence Agency Act
of 1949, as amended, and Section 102A(i)(1) of the National Security Act of 1947, as amended.
