The chronology of Mau Mau violence during April 1953 ithiev:es a; higher
degree of tactical coordination, the use of better vesponn, and tbe
development of better weapons.
There hsve been further indications of a possible spread of Mau Mau.
The new organization to' control the emergency appears to comprisa
"a vest and unjuejtified supervisory structure above the relatively
fey soldiers and police tho wield the rifles and the;stan guns" and
"has failed to squelch unofficial European criticism .of the bandling
of the emergeacy."

Soldiers and police are exercising more restraint and more observance
of legal restrictions than any experienced onlooker could reasonably
expect. 1

At the time of the arrest in Nairobi of fifteen alleged members Of
the Central Council of Mau Mau in late April, 1953, many important
documents vere seized, among which was one which was said to contain
the following: "But Uwe are many enemies and these mat be oUtrocted
before the big wer begin's. Let as take an oath that those who nen-
ducted the case of Jo nn and those who put handcuffs on bin shall be
destroyed."
