The purpose of this notification is to keep the Committee fully and currently informed that on 30 March 2016 it was determined that CIA's Security Protective Service (SPS) K-9 Unit, which had conducted authorized joint training with Loudoun County Sherriff's Office K-9 Units, inadvertently left explosive training material in the engine compartment of a Loudoun County school bus. 2. U//FOU0) Loudoun County automotive maintenance personnel discovered the explosive training material in a bus used to transport as many as 26 students. Upon discovery, the Loudoun County Public School (LCPS) system disseminated an email to parents informing them of the incident and the involvement of a Federal Government Agency. CIA has since disclosed that it is the Federal Government Agency. 3. The training occurred on 22 and 23 March, during LCPS's spring break. The bus was returned to service when schools reopened on 28 March and remained in service until 30 March, when the bus was taken in for routine maintenance. . (u/rouo) The explosive training material \ which inadvertently fell out of a container, did not have a detonator, and posed no risk under these conditions. CIA has taken a number of steps as a result. 5. (U//FOU0) The SPS K-9 Unit has suspended all outside training activities. Upon learning of the discovery of the material by Loudoun County, SPS initiated an inventory of all explosive training material and determined that all such material was accounted for and stored appropriately. Additional steps are being taken to strengthen inventory processes and controls. At CIA's request, The Bureau of Alcohol, Tobacco and Firearms is conducting a thorough and independent review of CIA's K-9 training program.
