((PINO)) OF THE INTELLIGENCE STAFF (G-2) OF THE ARGENTINE ARMY'S THIRD CORPS
(III CORPS), WHICH HAS ITS HEADQUARTERS IN THE INTERIOR CITY OF CORDOBA, MET
LATE IN THE THIRD WEEK OF NOVEMBER 1984 WITH MINISTER OF DEFENSE RAUL
((BORRAS)) TO DISCUSS THE LEGAL CAMPAIGN AGAINST ARMED FORCES XCESSES
DURING THE COUNTERSUBVERSIVE CAMPAIGN OF THE 1970'S. DEL PINO PARTICIPATED
IN THE MEETING AS THE REPRESENTATIVE OF BRIGADIER GENERAL (BG) HECTOR
((RIOS)) ERENU, III CORPS COMMANDER, AND AS THE LEADER OF ULTRA-RIGHTISTS IN
CORDOBA WHO ARE RESPONSIBLE FOR ACTS OF VIOLENCE THERE. (
COMMENT: DEL PINO MET SEPARATELY WITH SECRETARY OF DEFENSE JOSE HORACIO
((JAUNARENA)). HE BROUGHT THE SAME ROLES TO BOTH MEETINGS.) 2. IN HIS
MEETING WITH THE MINISTER OF DEFENSE, DEL PINO REAFFIRMED A PREVIOUSLY
NEGOTIATED AGREEMENT BETWEEN BORRAS AND HIMSELF THROUGH WHICH, AS
LONG AS BORRAS CONTINUES TO STALL THE LEGAL PROCESS AND AS LONG AS HE
CONTINUES TO HAVE SELECTED INDI- VIDUALS -- NAMED BY III CORPS -- EXEMPTED
FROM LEGAL PROCEEDINGS, DEL PINO WOULD NOT PERMIT FURTHER ACTS OF RIGHT-
WING VIOLENCE IN CORDOBA. UNDER THE STIPULATIONS OF THIS AGREEMENT, DEL
PINO BROUGHT TO THE MEETING THE NAMES OF 32 ARMY PERSONNEL AND CIVILIANS
WHOM HE WANTS BORRAS TO PROTECT. 3. FOR HIS PART, BORRAS SPOKE OF A
GOVERNMENT PLAN FOR REDUCING PRESSURE ON THE FFAA BY HUMAN RIGHTS
GROUPS IN 1985. HE SAID THE ADMINISTRATION IS PLANNING TO TAKE INTO CUSTODY
THE GREATEST NUMBERS OF LEFTISTS AGAINST WHOM IT CAN MOVE LEGALLY; HE
POINTED OUT THAT THE IDEA BEHIND THIS CONSISTS IN TRYING TO SHIFT THE
ATTENTION OF HUMAN RIGHTS GROUPS FROM THE ARMED FORCES TO THE LEFTISTS.
THE MINISTER OF DEFENSE WENT ON TO SAY THE ADMINISTRATION WOULD PARDON
BOTH ARMED FORCES PERSONNEL ACCUSED OF EXCESSES AND THE DETAINED
LEFTISTS. HE OFFERED THE OPINION THAT THE PARDONS WOULD GAIN FOR THE
ADMINISTRATION THE SUPPORT OF THE FFAA AND OF THE LEFT. BORRAS GAVE
SEPTEMBER 1985 AS THE GENERAL PERIOD BY WHICH THE GOVERNMENT COULD
PROBABLY HAVE THE GREATEST NUMBER OF LEFTISTS UNDER DETENTION AND IN
WHICH THE HUMAN RIGHTS GROUPS SHOULD BE FOCUSING THE MOST ATTENTION ON
THESE LEFTISTS, AND HE ADDED THAT THE PARDONS WOULD FOLLOW SHORTLY
THEREAFTER.
THAT AN AMNESTY OF SOME SORT MAY BE IMPLEMENTED ONCE LEADING FIGURES
FROM JUNTA REGIMES AND NOTORIOUS HUMAN RIGHTS VIOLATORS ARE SENTENCED.
EMBASSY ALSO HAS INDICATIONS THAT MOD COOPERATES WITH THE ARMED FORCES
IN PROTECTING SOME ARMED SERVICE PERSONNEL FROM PROSECUTION. WE ARE
NOT CERTAIN, HOWEVER, THAT SUCH ARRANGEMENTS ARE AS EXPLICIT AS CLAIMED
