I. HAITI: HAGGLING OVER NEW GOVERNMENT
THE DEBATE OVER HOW TO FORM A NEW GOVERNMENT IS INTENSIFYING,
ALTHOUGH THE MILITARY WILL CONTINUE TO CALL THE SHOTS.
ONE GROUP OF LEGISLATORS IS PROPOSING
SUPREME COURT CHIEF JONASSAINT AS INTERIM PRESIDENT, A PLAN ARMY
CHIEF CEDRAS WOULD SUPPORT IN EXCHANGE FOR A GENERAL AMNESTY FOR THE
MILITARY AND A VOICE EN SELECTING AN INTERIM PRIME MINISTER. THE
PROPOSAL ALSO WOULD INCLUDE LEGISLATIVE RECOGNITION OF OUSTED
PRESIDENT ARISTIDE AND THE FORMATION OF A NATIONAL COUNCIL TO BEGIN
INSTITUTIONAL REFORMS AND TO SET A DATE FOR ARISTIDE'S RETURN TO
HAITI; A NEW PRESIDENTIAL ELECTION WOULD BE HELD, HOWEVER, IF THE
COUNCIL WERE UNABLE TO AGREE ON SUCH A DATE OR IF ARIS'TIDE REFUSED
TO COOPERATE.

LEGISLATURE MUST MUST TAKE THE LEAD IN FORMING A NEW GOVERNMENT IF THEY
HOPE TO PORTRAY IT AS LEGITIMATE. NEVERTHELESS. THEY REMAIN STRONGLY
OPPOSED.TO ARIS'TIDE'S RETURN AND WILL INSIST ON A NEW GOVERNMENT
THEY CAN CONTROL. CEDRAS'S SUPPORT FOR THE PLAN ALMOST CERTAINLY IS
BASED ON THE ASSUMPTION THAT ARISTIDE WILL REFUSE TO COOPERATE AND
THAT A NEW PRESIDENTIAL ELECTION WOULD ULTIMATELY BE HELD. CEDRAS
AND OTHERS IN THE MILITARY AND LEGISLATURE PROBABLY HOPE THE
INTERNATIONAL COMMUNITY WOULD ACCEPT A NEW ELECTION AS A MEANS OF
RESOLVING THE CRISIS WITHOUT ARISTIDE.
2. COLOMBIA: PRESSURE ON ESCOBAR INCREASING
ATTACKS ON FAMILY MEMBERS AND CLOSE ASSOCIATES OF FUGITIVE DRUG
LORD PABLO ESCOBAR HAVE INCREASED IN THE PAST MONTH.
THREE OF ESCOBAR'S CLOSE FRIENDS AND HIS BROTHER-IN-LAW
HAVE BEEN MURDERED RECENTLY, AND PRESS REPORTS SAY THE KINGPIN'S
NEPHEW WAS KIDNAPPED AND RELEASED UNHARMED LAST MONTH.
THE ATTACKS WERE THE WORK OF LOS PEPES. AN ANTI-ESCOBAR
PARAMILITARY GROUP THAT CLAIMED IT WAS DISBANDING IN APRIL. THE
POLICE THWARTED AN ASSASSINATION ATTEMPT ON A JAILED CONFIDANT OF
ESCOBAR'S, ACCORDING TO PRESS REPORTS, AND THREE OF ESCOBAR'S TOP
LAWYERS RESIGNED LAST WEEK IN FEAR FOR THEIR LIVES. ESCOBAR'S NEPHEW
AND HIS FAMILY HAVE FLED TO CHILE, AND THE
POLICE CLAIM THE DRUG LORD HAS SMUGGLED HIS IMMEDIATE FAMILY OUT OF
THE COUNTRY, POSSIBLY TO EUROPE, ACCORDING TO PRESS REPORTS.
COMMENT: ESCOBAR'S SITUATION IS BECOMING MORE DESPERATE.
ALTHOUGH HE UNDOUBTEDLY WILL ATTEMPT VIOLENT PUBLIC RETALIATION, HIS
TERRORIST NETWORK IS DIMINISHED, AND HE MAY BE FORCED TO SURRENDER
TO GET GOVERNMENT PROTECTION OF HIS FAMILY, OR, LESS LIKELY, HE MAY;
FLEE THE COUNTRY.
