The Communists may be plan-
ning a new offensive in north-
western Quang Tri Province.
The Khe Sanh area is a
likely spoi.. A US reconnaissance
patrol came under heavy fire
northwest of Khe Sanh on 1 Decem-
ber. The area may be particu-
larly attractive to the Com-
munists right now because the
only access road is closed to
vehicular traffic and supplies
and reinforcements must be
brought in by airlift.

Unhappiness over the shift
toward civilian control of the
government appears responsible
for recent threatened resigna-
tions among a number of Saigon's
senior generals. Although none
.of the generals has followed
through, :many of them have no 3.3(h)(2)
confidence in. the abilities of
the government,

lead to future political crises.
