Saddam's history of manipulating the implementation of even the most narrowly written resolutions suggests he will try to divide the Council over countries' different interpretations of key provisions and of what constitutes a serious violation of the resolution. Baghdad, as it has in the past, will try to use its acceptance of the new resolution to propaganda advantage by charging the Security Council with not fulfilling its end of international agreements. Foreign Minister Hadithi's letter to Secretary General Annan yesterday reminded the UN of its obligations under past resolutions and said Iraq will publish another letter containing its observations on procedures that, in Baghdad's view, violate international law. -- Whatever the state of Iraq's cooperation, Saddam and his spokesmen will charge the UN with a double standard for not establishing a "nuclear free zone" in the Middle East as called for in UN Resolution 687. -- Iraq will use the reference to a "comprehensive settlement" from UN Resolution 1284 to push for the suspension and ultimate lifting of economic sanctions after 120 days of inspections.
