credentials. Before be-
coming Commander of the

junta--he had served since January 1980 as chief of
the Navy General Staff. Anaya, a preparatory school
classmate of President Leopoldo Galtieri's, has
maintained close contact with hin throughout his
military career an can be expected to work closely

Anaya is well disposed toward the United
States; he is receptive to US views and will try to
find common ground with this country on internation-
al issues. He is deeply suspicious of the USSR and
a firm anti-Marxist. Extremely sensitive to the
growing obsolescence of the Argentine Navy, he re-
sented the decision of Jimmy Carter's administration
to halt the sale,of new ships, systems, and spare
parts to Argentina because of that country's human
rights violations. 3.5(c)
Anaya joined the Navy as a cadet in the general
corps in 1944. He has served in various naval units
and has commanded several ships. During 1975-76 he
was naval attache to the United Kingdom and the
Netherlands and concurrently served as head of the
Argentine Naval Commission in E.,Irope. He was com-
mander of the Naval Sea Forces during l976-7 Land.

Anaya, 55, is reserved. For relaxation, he
enjoys reading. He understands and speaks some Eng-
lish but is more comfortable conversing in Spanish.
He is married to the former Wilda Sanchez and has
two sons, one of whom is a helicopter pilot in the
Army.
