Chilean President Pinochet's choice of a highly respected retired
army general to head the National Center for Information appeared to be
another effort by the military regime to enhance its human rights image

and improve relations with the US. The center was formed in August to
replace the notorious National Intelligence Directorate (DINA). There
were also some seemingly regressive moves in November, however. These
involved the internal exile of seven union leaders and the denial of
reentry to three Chilean women who had sought foreign assistance in
locating missing relatives.
In Argentina, the former editor of La Opinion, Jacobo Timmerman,
was placed under the Institutional Responsibility Act. This means that
he loses all civil rights and can be held in jail indefinitely.
The Uruguayan Council of State approved a law transferring pardon
authority from the judiciary to the executive.
The commander of military police in Sao Paulo, Brazil, publicly
announced that he had discharged and arrested seven military policemen
accused of fatally beating three prisoners detained for nonpolitical
reasons.
