A general release is said to be considered potentially dangerous, while sending the prisoners into exile is also viewed as un- wise--some, it is feared, would return to Argentina to engage in terrorist activity. As the countersubversive campaign winds down, the government is likely to find the problem of the remaining detainees increasingly embarrassing. The reactivation this week of a constitutional provision granting persons held under the state of siege the option of leaving the country could be a sign that the regime wants to resolve the matter decorously, but individuals considered especially dangerous are unlikely to be released or exiled. The Uruguayan government has temporarily closed down the prestigious newspaper El Dia--the only paper that has been outspokenly critical of the regime--and has arrested several of its employees. The paper is charged with printing an item offensive to the military, and publication has been suspended for ten days. El Dia's editor has been ordered to leave the country.
