LATIN AMERICA
The Catholic church in Argentina has decided to
soften--at least temporarily--its criticism of the govern-
ment's human rights practices. The church evidently fears
that such criticism would play into the hands of hardliners in
the military who might be seeking President Videla's ouster,
and who might want to provoke a church-state conflict as part
of an effort to weaken Videla's position. For now, the church
intends to concentrate on personal behind-the-scenes lobbying
for human rights improvements.

Brazilian President Geisel issued renewed orders in late June
to his army commanders prohibiting torture and other mistreat-
ment of prisoners, according to a usually reliable source.
Implicit in these instructions is a warning that offenders
would be punished. GeiseZ has also ordered officials
in Sao Paulo to bypass military tnte Zigence channels and to
send directly to him all raw reports on political, economic,
and social problems. The President removed the army commander
in Sao Paulo in February 1976 for condoning torture of prisoners.
