During which they stated to Mr. Cotter, as written, this portion of the request is so broad as to impose an unreasonable burden upon the Agency without knowing the specific "to" and "from" recipients of the CIA. So in an effort to assist, it proposed that we limit the search to the directors of those named offices, to which Mr. Cotter agreed.
