On 13 November 2015, a member of our staff spoke with Mr. John Cotter concerning the
portion of the request for emails with employees of the Office of Congressional Affairs, Office
of Public Affairs, Office of the Director and Office of the Deputy Director, of the Central
Intelligence Agency. During which they stated to Mr. Cotter, as written, this portion of the
request is so broad as to impose an unreasonable burden upon the Agency without knowing the
specific "to" and "from" recipients of the CIA. So in an effort to assist, it proposed that we limit
the search to the directors of those named offices, to which Mr. Cotter agreed. Should our
officer encounter any other problems or if they cannot begin the search without additional
information, we will contact you. We have assigned your request the reference number above.
