2. We do not believe it is necessary for you to make further distribution
to Secretary Muskie or Mr. Bensinger. The week after the paper was sent to
Dr. Brzezinski by the DDCI, we gave copies to John Wyant, the INR/State Coor-
dinator for Narcotics Intelligence, and Gordon Fink, Assistant Administrator
for Intelligence at DEA. Both had been very helpful in providing assistance
from their organizations for the research effort that went into the paper,
and it was informally coordinated with them. We thought it desirable to
(1) keep them informed on what was in the final product and (2) allow them
to pass it up their own chains of command as evidence of their cooperation
and assistance. We also gave a copy to Seymour Bolten. The policy people in
both State and INR were, incidentally, very pleased to hear of the President's
interest in the subject.
