Dear Mr. Payton:
This is a final response to your 19 March 2015 Freedom of Information Act
(FOIA) request, received in the office of the Information and Privacy Coordinator on
19 March 2015, requesting a roster of personnel of whom were granted a Special
Employee Designation as a "special government employee" from 1/20/2001 to 1/20/2009
and also from 1/20/1989 to 1/20/1993. Additionally, you requested that the rosters detail
out employees full names, position/title, their appointment or clearance date, their outside
employer, their position grade, their position step, the stated purpose of their designation,
how much they were compensated, and if they were compensated as a SGE.
We have completed a thorough review of your request and have determined that
our record systems are not configured in a way that would allow us to perform a search
reasonably calculated to lead to responsive records without an unreasonable effort. The
FOIA does not require federal agencies to perform research, create records or conduct
unreasonable searches through a body of material to see if any of it is related to a particular
request. Therefore, we must decline to process your request.
