These documents surfaced as a result of Mark Zaid's 16 December � 1999 Freedom of Information Act (FOIA) request regarding anthrax. �We offer no objection to declassification and release of f the documents you sent us after certain CIA information is removed. Deletions have been made on the basis of FOIA exemptions (b)(1) and (b)(3). Copies of the redacted documents, bearing our processing numbers are enclosed at Tab B. We have determined thagail of the inforination in of the CIA reports must be denied in its entirety based on FOIA exemptions (b)(1) and (b)(3). Copies of the annotated documents, bearing our processing numbers ire returned to you at Tab C. The last three of these have been redacted to withhold necessary CIA information based on exemptions (b)(1) and (b)(3). Copies are enclosed at Tab E. CIA allows requesters 45 days from the date of notification to file an administrative appeal for any of the information that has been denied them.
