THE CENTRAL INTELLIGENCE AGENCY a. AUTHORITY. The Central Intelligence Agency was established under the National Security Council by authority of the National Security Act of 1947, as amended (50 U.S.C. 403). The Agency functions under the authority of the National Security Act, the Central Intelligence Agency Act of 1949, as amended (50 U.S.C. 403a et seq.), Executive Order 12333, and other pertinent legislation, Presidential directives and Executive orders. Agency regulations are issued pursuant to the authorities of the 1947 and 1949 acts and Executive Order 12333, unless other authorities are specifically cited.' b. APPLICABLE RESTRICTIONS. In carrying out CIA functions set forth in law and Executive orders, all applicable restrictions and procedures specified in HR 7-1 Notes Link and other applicable regulations must be observed. Except as otherwise provided by law, the definitions contained in Executive Order 12333, and its implementing procedures as set forth in Annex C of HR 7-1 Notes Link, shall apply to all Agency regulations. c. ORGANIZATION. The organization of the Central Intelligence Agency and its components, with the distribution of functional responsibilities to the Executive Director, each Deputy Director, and Head of Independent Office as prescribed by the Director, is set forth in Agency regulations which are the governing directives for Agency management.
