SUBJECT Intelligence Memorandum on Toxins; planning
meeting
1. Memoranda requesting your participation on this project have been sent
to your respective commanders. A copy is attached for your information.
2. The drafting group will meet for the first time at 0930 on Tuesday,
July 12, 1983, at CIA headquarters building, room 6E60. I suggest that each of
you have your clearances perm certified to CIA for 6 or 12 months. Please use
me as point-of-contact ( OSWR/STD/LSB, �
3. The The primary goals of this session are to decide the strategy to be
pursued in accomplishing this analysis and to assign areas of responsibility.
The items accompanying this memorandum will, I hope, provide the springboard for
our discussion.
(a) The precis is a general description of the paper. The object of
the exercise is to prepare a community-accepted prioritization of toxins as
potential threat agents by considering intelligence and technical data in
the context of employment. ***E�C�.
(b) The list of toxins is a quick collection drawn from a variety of
sources. It is intended to provoke thought about the compounds or classes
of compounds that should be considered - for whatever reason. It also
underscores the number of disparate compounds with which we will be
dealing. -.644.,
(c) Enemy toxin use concepts is a first cut at identifying scenarios.
From such descriptions we will rank each of the physical properties in
terms of their importance to each use situation.
(d) Toxin parameters lists some of the things we need to know about a
compound to establish suitability for employment.
(e) The toxin/standard agents paper is included for the analytical
method described in the appendix. A modified version of this approach may
satisfy our requirement for an objective method to handle a large amount of
data.
