1. In reply to your memo on nasty weapons, we have a lot of information
on Soviet use of CW in Afghanistan and Southeast Asia. We also have some data
on the development of enhanced blast munitions but I do not believe that the
latter qualifies as weapons prohibited under the UN prohibitions. Our files
