This will also enable the Community to speak to the policymakers on this issue with a single voice, based on coordinated intelligence judgments. 2. , CIA/Office of Scientific and Weapons Research, is herewith designated as the Intelligence Community focal point. In addition to his other duties, he will report to me on CBW/Toxin Use through the Chairman, National Intelligence Council. 3. Hans Heymann, National Intelligence Officer at Large, will continue to serve as the NIC action officer on CBW/Toxin Use. 4. A new Interagency Working Group on CBW Toxin Use Intelligence is herewith established. It will be chaired byL and its activities will be directed by a steering panel composed of the Chairman, Science and Technology Intelligence Committee, the Chairman, Weapons and Space Systems Intelligence Committee and the National Intelligence Officer at Large.
