Dear Mr. Leopold:
On 26 August 2013, the office of the Information and Privacy Coordinator received
your 22 August 2013 Freedom of Information Act (FOIA) request for what we have
interpreted to be for the records released in the 7 October 2003 FOIA request
submitted to this Agency by the American Civil Liberties Union (ACLU) and four
other non-profit organizations. We have assigned your request the reference number
above. Please use this number when corresponding so that we can identify it easily.
We must decline your request to waive fees since the material referred to above has
been released to numerous requesters and is already in the public domain; its re-release
would not contribute significantly to the public understanding of the operations and
activities of the United States Government.
With regard to your request, we conducted a search of our previously released
database and located 85 documents, consisting of 486 pages, which we believe to be
responsive to your request. The documents were released as part of the above-listed
ACLU request. If you are interested in receiving these documents, we will provide copies
at a cost of ten cents (US $.10) per page less the first 100 pages as a requester in the "news
media" fee category at the total cost of $38.60. Please make your check payable to the
Treasurer of the United States. Please cite reference number F-2013-02509 to ensure
proper credit to your account. A copy of our schedule of fees is enclosed for your
reference. We will hold your request for 45 days from the date of this letter pending your
response. If we do not hear from you within that time frame we will close your request.
