I have asked you to establish and lead a project to
conduct a.comprehensive damage assessment in the Ames
eSpionage case. Because of the pending prosecution, this
effort should be done in two phases. The first phase should
,consist of an inventory of classified information to which
Mr. Ames may have had access. I would like you to coordinate
your project closely with the Department of Justice and the
Ames prosecution team to provide them the fullest possible
support during pending legal proceedings.
At an appropriate time, the inventory will serve as the.
basis for the comprehensive damaae assessment. The damage
assessment should fully examine the implications for, inter
alia, the conduct of human intelligence and, if the evidence
warrants, address the potential damage to those who have
relied on ;r-.r.-1c-= products derived from related human
