In the course of the briefing last Thursday on the Asia
Foundation, the President asked for an explanation on one budgetary
matter, i.e., the difference between the cost of budgeted programs
and the total cost of the Foundation.
While a brief explanation was given on Thursday, I thought
the President might like to have a fuller explanation, which is given
in the appended memorandum. I leave it to your discretion whether
or not it is desirable to make this added explanation.
