Dear Mr. Thomas:
This acknowledges receipt of your letter dated 6 January 2013, received in the office of
the Information and Privacy Coordinator on 24 January 2013, in which you are requesting that we
resend to you the 86-page MKULTRA list that we sent to you on 9 September 2011 in
connection with your 17 August 2011 Freedom of Information Act (FOIA) request for
MKULTRA-related documents. You are also requesting a copy of the documents you have
sent to the CIA Director, to the Director of the FBI, Secretary of Defense, and Secretary of
State. Also you have asked a question about how to find a person named Grant Cooper or
Vicki Cooper. We have assigned your request the reference number above. Please use this
number when corresponding so that we can identify it easily.
Regarding the MKULTRA 86-page listing, as we advised you in our letter dated
16 February 2012 (F-2012-00741, formerly F-2011-02098), we will take into account the material
you have already received when calculating costs for any future request for documents. As you
know, we already sent you the 86-page MKULTRA requester report, and 68 pages of documents
selected from the report, and including the additional 86-page requester report brings the total to
240 pages. Since you are entitled to the first 100 pages free, you owe $14.40 at this time. Please
remit a check or money order made payable to the Treasurer of the United States for $14.40,
citing F-2013-00661 to ensure proper credit to your account.
Regarding your request for documents you have sent to the Director of the Central
Intelligence Agency, the FOIA requires requesters to "reasonably describe" the information they
seek so that professional employees familiar with the subject matter can locate responsive
information with a reasonable amount of effort. Commonly this equates to a requirement that the
documents must be locatable through the indexing of our various systems. Extremely broad or
vague requests or requests requiring research do not satisfy this requirement.
Regarding your request for any document you have sent to the Director of the FBI,
Secretary of Defense, and Secretary of State, you will have to write those agencies to obtain those
documents.

Regarding your question, the FOIA was enacted to provide a means for the general public
to access government records. Under the provisions of the FOIA, federal agencies are not
required to answer questions posed as FOIA requests. Since your request does not constitute a
request for records, we must decline to process it.
