Dear Mr. Waiman:
On 25 January 2013, the office of the Information and Privacy Coordinator
received your 14 November 2012 Freedom of Information Act (FOIA) request for
information on the following:
"A) Argentinean Subversive, Terrorists and Guerrillas groups, from 1963 to 1971
B) Links and relationships between Cuba and Latin American Subversive
groups, especially Argentinean groups, from 1963 to 1971.
C) Differences and disputes between Fidel Castro and Ernesto `Che' Guevara
over Cuba's role as a catalyst and supporter or [sic] revolutions in Latin
America.
D) Meeting of Latin American Communist Parties in Havana in November
1964
E) Cooperation among Latin American Subversive groups from different
countries, and the existence of a 'Continental Revolutionary Plan or
Movement' in Latin America from 1961 to 1971.
F) Urban Terrorism and armed political groups in Argentina from 1966 to
1971.
G) Political reactions to Nelson Rockefeller's visit to Latin America in 1969
especially in Argentina and it's [sic] link to the intentional fires to
`Mimimax' supermarkets.
H) The complete report on 'Intelligence Handbook: Bolivia' February 1970.
I) The complete report 'Castro and Communism: The Cuban revolution in
perspective' May 1966
J) The complete report and annexes 'Communist Potentialities in Latin
America' September of 1964"

With regard to Items A-G above, we cannot accept your FOIA request in its
current form because it would require the Agency to perform an unreasonably
burdensome search. The FOIA requires requesters to "reasonably describe" the
information they seek so that professional employees familiar with the subject matter can
locate responsive information with a reasonable amount of effort. Commonly this
equates to a requirement that the documents must be locatable through the indexing of
our various systems. Extremely broad or vague requests or requests requiring research do
not satisfy this requirement.
With regard to Items H-J of your request, we searched our database of previously
released documents and located the three requested documents consisting of 458 pages.
The documents responsive to Items H and I were released as part of another release
program, the document responsive to Item J was released in response to a request on a
similar subject. If you are interested in receiving these documents, we will provide
document copies at a cost of ten cents (USS.10) per page to you less the first 100 pages as
a requester in the "all other" fee category at the total cost of $35.80. Please make your
check payable to the Treasurer of the United States. A copy of our schedule of fees is
enclosed for reference. We will hold your request in abeyance for 60 days from the date
of this letter pending your response.
