This is a final response to your 16 December 2012 Freedom of Information Act
(FOIA) request, received in the office of the Information and Privacy Coordinator on
4 January 2013, for:
"a copy of the document, Belladonna Project that is referenced in footnote one
by Kevin C. Ruffner in his article 'Cold War Allies: The Origins of the CIA's
relationship with Ukranian Nationalists."
For your information, the CIA was not created until 1947 and material prior to
1947 would be contained in the records of the Office of Strategic Services (OSS) and
other predecessor organizations of the CIA. These record holdings were reviewed and
turned over to the National Archives and Records Administration (NARA). Therefore,
we recommend you submit a request to NARA at the following address:
