On 23 January 2013, the office of the Information and Privacy Coordinator
received your 23 January 2013 Freedom of Information Act (FOIA) request for records
on:
County Law Sheriffs with the subject(s) or Personal Psychiatric Intelligence
in Maywood, Illinois as clearly and specifically pertaining to Cook County
Sheriff Office of Property #60640 megpossible.
Please note, the mission of the Central Intelligence Agency is primarily concerned
with foreign intelligence -- not domestic -- matters. Section 103 (d)(1) of the National
Security Act, as amended, specifically provides that "the Agency shall have no police,
subpoena, law-enforcement powers, or internal security functions." Executive Order
12333, which regulates the conduct of intelligence activities in the United States and
elsewhere, provides that the responsibility for domestic intelligence collection is generally
within the province of the Federal Bureau of Investigation. A very limited exception to the
Order is provided that permits other agencies within the Intelligence Community to collect
significant foreign intelligence and counterintelligence, provided that no such effort shall
be undertaken for the purpose of acquiring information about the domestic activities of
United States persons. Therefore, we must decline to process your request.
