We have assigned your request the reference number above. Please use this number when corresponding so that we can identify it easily. With regard to behavioral research, the CIA had a program known as MKULTRA which involved the sponsoring of nearly 150 behavioral research projects. We already conducted exhaustive searches and reviews on the term "human behavior," including LSD testing, and located and released over 20,000 pages of documents on the general subject of human behavior studies. Much of the MKULTRA material is very limited in scope and consists primarily of financial records. These records concern funding approvals for research projects described in general terms. You can identify the basic file for each subproject on the enclosed Requester Report by their titles: "MKULTRA Subproject #"; the basic files appear on the first six pages. The persons or institutions that actually conducted the research retained the clinical records generated under Project MKULTRA. This collection includes MKCHICKWIT. In addition, the Requester Report includes previously released records we retrieved under searches on BLUEBIRD/ARTICHOKE (project BLUEBIRD was renamed Project ARTICHOKE in August 1951). This program had to do with interrogation, including by the use of hypnosis, polygraph, and drugs. The most concise and comprehensive document available on MKULTRA is a 172-page transcript of the CIA testimony at a joint hearing in 1977 before the Select Committee on Intelligence and the Subcommittee on Health and Scientific Research of the Committee on Human Resources of the United States Senate. This testimony includes all recallable aspects of the Agency's involvement in research in behavior control during the 1950s and 1960s and is a far more descriptive account of MKULTRA than the CIA documents themselves.
