Dear Mr. Olsen:
This is a final response to your 2 January 2013 Freedom of Information Act
request, received in the Office of the Information and Privacy Coordinator on
9 January 2013, for records on "the HTLINGUAL (HGLINGUAL) program of mail
interception pertaining to [your] correspondence with the former Soviet Union from
September 1959 until June 1964."
Please note that this was a mail intercept program called HTLINGUAL which
was terminated in 1973, and complete details regarding the operation can be found in the
report of the Rockefeller Commission (Commission on CIA Activities Within the United
States), Chapter 9. With the exception of previously released material, all HTLINGUAL
records held by the CIA have been destroyed pursuant to the applicable Records Control
Schedule approved by the National Archives and Records Administration.
Accordingly, we searched our database of previously released records concerning
HTLINGUAL and did not locate any documents referencing any correspondence from
you. Although our searches were thorough and diligent, and it is highly unlikely that
repeating those searches would change the result, you nevertheless have the legal right to
appeal the finding of no records responsive to your request. As the CIA Information and
Privacy Coordinator, I am the CIA official responsible for this determination. You have
the right to appeal this response to the Agency Release Panel, in my care, within 45 days
from the date of this letter. Please include the basis of your appeal.
