SUBJECT: KW-7 Installation at Main Navy
1. In the spring of 1966 Mr. James A. Cunningham, Jr., requested
installation of communications facilities at Main Navy in support of
CHIGOE and possibly subsequent REW SON activities. Capt Richard Wilson
was assigned as project manager and Mr. Dick Bennett as plant security
officer. The equipment was installed in June of 1966 and Mr. Bennett
was briefed CRYPT� on 22 August 1966. Our commo people have
attempted on several occasions to further indoctrinate Mr. Bennett
and train him in the KW-7 operation. The several attempts they have
made in the past have, in each instance, been inconvenient to
Mr. Bennett for one reason or another.
2. This Office is presently paying $125 a month for rental of this
equipment which has not been utilized to date. We request you review
the need for this equipment and in view of its not having been used
whether a justification exists, in your opinion, for its continuation.
