MEMORANDUM FOR THE RECORD
SUBJECT: CHIGOE Status Briefing
1. At the request of OSA, briefed the
DD/SA and other OSA personnel on the current status of
CHIGOE. This meeting was convened to resolve some of
the uncertainties vis-a-vis OSA participation in CHIGOE,
and in particular, the first phase of this project.
2. that the DD/S&T had decided to
contract with LTV for modification of the aircraft and
installation. of the sensor array, and because of the
expense involved in a wholly Agency-supported program,
to solicit U.S. Navy support.
3. As a 'result of _the 4_ March meeting at Main Navy
and the 28 March� meeting at NATC, Patuxent River, the
Navy appears to be willing to support the CHIGOE develop-
ment effort, is now looking to the Navy for
support except for any peculiar items or services which
OSA is better able to provide. These are assumed to in-
clude such things as procurement of USAF items and communi-
cations services for Z.I. cable traffic.
4. The Navy is proceeding into the CHIGOE. program on
the basis of verbal agreements and a generous amount of
good faith on both sides, Navy and Agency. The DD/SA aptly
described the disadvantages of a formal agreement between
the Agency and the Navy; therefore we will not seek or
need any such enabling document.
5, will brief Gen. Geary on Tuesday, 5
April, and at that time he will request whatever support
the USAF can provide. This should clear the way for Mater-
iel Division to request USAF support for CHIGOE. Col.
Patterson will attend this briefing.

6. CHIGOE security will be controlled and admin-
istered by OSA so long as the SP2H aircraft is at LTV.
Once it leaves (July 1966) security responsibility will
revert to the Navy. The only remaining interest of OSA
will be to protect Agency association with this develop-
ment and the possibility of a follow-on system under
Agency auspices. OSA will maintain security cognizance
.over those persons in the Navy who now know, or who in
the future may know of the Agency connection to CHIGOE.

7. A communications link will be set up between
Hq, Main Navy (REWSON), Patuxent River and LTV. Message
traffic will funnel through Hq Communications control
and communications security control will remain with OSA.
8. The follow-on program will depend on the success
of the "proof-of-concept", CHIGOE I. OSA will be privy
to CHIGOE I data and will plan CHIGOE II as an OSA develop-
ment. D/SA will assign responsibility for initial CHIGOE
II planning as soon as possible. D/FA recommended that
he begin such planning without delay. An airframe selec-
tion board should be established as the first step. _
9. Summary of additional items of interest:
a. ORD will deal directly with USN for logistics
support.
b. Materiel Division will coordinate USAF support
as requested by ORD.
