Specifically, you appealed our determination to deny you access to material in its entirety on the basis of FOIA exemptions (b)(1), (b)(3), and (b)(7)(a). The Agency Release Panel (ARP) considered your appeal and determined that material denied in its entirety must remain classified and continue to be protected from release on the basis of FOIA exemptions (b)(1), (b)(3), and (b)(7)(a). Therefore, in accordance with Agency regulations, the ARP denied your appeal. For your information, Agency regulations are set forth in part 1900 of title 32 of the Code of Federal Regulations. In accordance with the provisions of the FOIA, you have the right to seek judicial review of this determination in a United States district court. As part of the 2007 FOIA amendments, the Office of Government Information Services (OGIS) was created to offer mediation services to resolve disputes between FOIA requesters and Federal agencies as a non-exclusive alternative to litigation.
