(UHA1I/13) OIM Hosts FRUS Conference with State Department Counterparts
(U//AIU ) On 22 March, OIM hosted a day-long conference at on the Foreign Relations of the
United States (FRUS) series where CIA historians, IR0s, and OIM release managers discussed policy and
procedural issues associated with the FRUS with their Department of State counterparts. The participants discussed
coordination of the new Joint Historian position, the resource and security implications of State's move to electronic
publication of the FRUS series, and State's development of Access Guides to point researchers to records on a
particular subject.
� The FRUS is the legally mandated official documentary historical record of major foreign policy decisions
and significant diplomatic activity. Its purpose is to document the facts and events that contribute to ,
policy formation, and to record evidence of supporting and alternative views of the final policy decisions.
The State Historian's Office publishes FRUS and has virtually unrestricted access to Agency materials in
the process. Agency Information Review Officers (IR0s) review and approve for release any CIA
documents that are requested by State for a FRUS volume.

(U//AT- Frequent requester Professor David Martin submitted requests for information on "American linguist
Kenneth Lee Pike, an instrumental figure at the Summer Institute of Linguistics and the Wycliffe Bible Translators,"
and "American amateur archaeologist and explorer Hiram Bingham [whose] most famous discovery was his finding
of the lost city of Machu Picchu." Also, from the Office of Special Affairs at the Church of Scientology, requests
were received for records on Dr. Daniel Blain, a past president and medical director of the American Psychiatric
Association and Dr. Morris Fishbein, former editor of the Journal of the American Medical Association.

[Measurement and Signals Intelligence] Program (FY 1991-FY2000), November 1988." Dr. Richelson also
requested copies of "any studies of Soviet/Russian nuclear detonation monitoring activities/capabilities...produced
between 1985 and 2000."

(U//71C1170) A Texas requester sought information on "Rudolph Anderson (the U-2 pilot whose shooting down by
Soviet missiles over Cuba precipitated the 'Cuban Missile Crisis')."
� The FOIA Case Officer advised the requester that because the subject of his request was a pilot in the US
Air Force, he should submit his request to the Military Personnel Records Center in St. Louis, Missouri.

(U//YrItTE)) A California requester is interested in information on the CIA role in [the] overthrow [of the]
Mossadegh government in 1953 in Iran."
� The FOIA Case Officer provided the requ ester with 162 pages of previously released material on this
subject from the Management of Officially Released Information (MORI) database.
(Ull-MENE)) OIM Declassification Center
(U//F4M313) ODC and NIMA Solve Long Term Problem Regarding U-2 Finding Aid
(U/FO) This week the OIM Declassification Center (ODC) partnered with NIMA to develop an index to help
researchers sort through declassified U-2 imagery at the National Archives and Research Administration (NARA)
that was released by the CIA in 1997. The NIMA team at ODC informed NARA that the NIMA film library
contains U-2 mission statistical data on film transparencies that could be used as a finding aid. NARA agreed the
proposal would solve the long term index problem. NIMA librarians will pull the records, which will be reviewed
for declassification by the NIMA imagery analysis team before released to NARA.
(U//TO�From the Archives: CIA Goes on Official Six-Day Work Week in 1950
(U/rtiii4Q.) The Korean War was the probable reason the legal counsel to the DDA informed the DCI that "the
Agency is officially on the six-day week ..." in a December 1950 memorandum that was recently reviewed by the
DCI team at the OIM Declassification Center (ODC). The DDA's counsel discussed the legal ramifications of
increasing the amount of annual leave that could be carried over to the next calendar year as a result of the increased
work week.
