(Ulla Indiana Requester Wants Information on "La Vista" Report (U//!U) A requester from Valparaiso, Indiana asked for information or records on the State Department's "La Vista" report, which the requester indicates is a "US Army Intelligence report documenting the Vatican's role in aiding the escape of numerous high-ranking Nazi war criminals, that was declassified in 1984." The case started when Kelly made a FOIA request for records about the CIA's relationship under the MKULTRA program with the University of Cincinnati and UCLA, and about the CIA's efforts to locate subjects of the MKULTRA program known as the Victims' Task Force. The CIA responded in Dart with a Glomar response /The court upheld the Agency's withholdings, but also ruled that it must search the Victims' Task Force records and release any non-exempt material because that aspect MKULTRA was the subject of numerous government investigations. (U//41.1.L0) CIA Declassification Center (b)(3) (U//A+1444) !SOO Officials Tour CDC Declassification Factory (UHATOL) Bill Leonard, Director of the Information Security Oversight Office (IS00), visited the CIA Declassification Center (CDC) at last week accompanied by ISO� senior officials Laura Kimberly and Emily Hickey. Mr. Leonard and his group were provided an overview of the CDC mission and given a tour of the Document Conversion Center and a demonstration of the Image Workflow Automation System (IWAS) review system, and the CIA Records Search Tool (CREST), which is the NARA public access system. They were also provided a demonstration of the State of the Art Interagency Referral System (STAIRS). (b)(3) (U//A4440) From the Archives: Prime Minister of Celestia Offers His Help in 1960 (U///4441Qap The "Prime Minister of Celestia" wrote a letter to the the Russian Ambassador --care of the CIA-- in 1960 asking "permission of the Soviet Union to be present or to be represented at the forthcoming trial of (U2 pilot) Francis G. Powers." The "Prime Minister," who resided in Evergreen Park, Illinois, stated his attendance would be appropriate "since (his Celestial) nation has a full equity in all Celestial Space, and since air space, air rights, and outer space will probably be disclosed at the trial." The DCI team at the CIA Declassification Center, which is reviewing the DCI files for declassification, did not find a response to the Prime Minister's request in the files (b)(3) This is a record.
