(1.11/Aeltle The federal suit filed by former CIA employee Adam Ciralslcy against the CIA for violating "a number
of his statutory and constitutional rights by discriminating against him on the basis of his ethnic background and
religion," was dismissed on 30 August 2002 by the US District Court for the District of Columbia.
� Adam Ciralsky's suit against the Agency was the subject of a 60 Minutes segment on television titled
Ethnic Profiling that aired in February 2000

Regarding FOIA
(W/A+140) The National Security Archive submitted a request for "all records, including but not limited to guidance
or directives, memoranda, training materials, or legal analyses, concerning the US Central Intelligence Agency's
implementation of US Attorney General John Ashcroft's October 12, 2001 memorandum on the US Freedom of
Information Act."
� The FOIA case manager provided the requester with an outline citing FOIA exemptions, waivers, and
discretionary disclosure from the "Overview of the Freedom of Information Act " which is used by IMS in
its popular training course "Information Disclosure Laws Affecting the CIA."

Programs

(UHAAJO) Florida Requester Wants CIA Information on Adolf Hitler
(U/b1r14516) A Tampa, Florida requester seeks, "all files on or about Adolf Hitler."
� The FOIA case manager advised the requester that documents pertaining to Nazi officials, including Adolf
Hitler, have been released to the public through the National Archives and Records Administration
(NARA) in accordance with the Nazi War Crimes Disclosure Act. The requester was provided the mailing
and website addresses for NARA.
(utignim Telemundo Los Angeles Seeks Information on Mexican Citizen
(UaTelemundo Los Angeles Channel 52, KVEA, seeks "all documents containing information regarding
Eduardo Diaz Silveti, a Mexican citizen. Supposedly Mr. Diaz stopped a Soviet convoy on December 1959 in
Mexico City and helped NASA scientists and CIA agents to have access to the technology material on that convoy to
steal information and details from a rocket and from the Lunik 9."
(LWALLIC) MIT Seeks 1963 CIA Inspector General Survey of the Technical Services Division
(UllielJelQ) The Security Studies Program (SSP) of the Massachusetts Institute of Technology requested the "Central
Intelligence Agency Inspector General Survey of the Technical Services Division (TSD), 1963" The request was
submitted under the auspices of the Chemical and Biological Working Group within the SSP.
� The FOIA case manager located the requested document, consisting of 156 pages. The requester is in the
fee category "educational and noncommercial scientific institution," which requires the payment of fees
for document copies in excess of the first 100 pages. As the cost for the remaining pages is minimal, and
as an act of administrative discretion, no fees were charged for this request.

(UHATI70) CIA Representatives to Speak at State's Historical Advisory Committee Meeting
(U/niTro) Representatives from IMS Special Collections Division and a CIA historian will speak at the quarterly
meeting of the State Department's Historical Advisory Committee (HAC), which will convene at main State on 23
and 24 September. The HAC is a panel of academics who advise on historical and declassification issues, including
the publication of the Foreign Relations of the United States (FRUS) series. The CIA representatives will speak on
24 September on both general FRUS issues and on efforts to prepare retrospective volumes in the FRUS series.

(IMA4HEY) From the Archives: DCI Bush Supports Declassification in 1976
(Uan a May 1976 memorandum that was recently reviewed at the CIA Declassification Center, DCI George
Bush expressed support for sharing with the American people the work performed at the CIA, suggesting a sharing
arrangement would gamer support for the CIA as a whole. In his memo to Fred Ikle of the Arms Control and
Disarmament Agency dealing with whether 'the fact of overhead reconnaissance should be released, the DCI wrote:
"One of the great frustrations of this job is that we cannot share more with the American people. I am convinced that
if we could, the people would give much more support to the CIA and to intelligence in general ... There does seem
to be a wi e difference of opinion when it comes to the question of classification and declassification."
