(U/i7rIt0) DilS00 Keynote Speaker at August External Referral Working Group
(U///4143Q)- Bill Leonard, new Director of the Information Security Oversight Office (1500), was the keynote
speaker at the monthly External Referral Working Group (ERWG) meeting on 22 August held at NARA Tin
Washington, DC. Mr. Leonard acknowledged the important relationship that ERWG had with ISO() in the past and
his belief this relationship would continue in the future. Mr. Leonard then discussed the important homeland security
issues facing ISO() and the difficulty of balancing the protection and sharing of information. He then turned to an
issue of great interest to ERWG members, the state of the EO revision. He was pessimistic about the EO revision
meeting the April 2003 automatic declassification deadline. He was very supportive of an EO extension to 31 Dec
2006 and thought it would require a separate and focused Executive Order in order to be completed in a timely
fashion. He thought that such an EO would be promulgated.
� The ERWG was formed in 1996 to coordinate declassification policies, standards, and procedures among
the agencies affected by President Clinton's Executive Order 12958 on Classijied National Security
Information. Today over 40 declassification programs representing more than 25 federal agencies
participate in ER WO programs.
(U//At) From the Archives: General Washington on Intelligence
(U/bk+1369 DCI Allen Dulles on 1 February 1961 sent a letter to President Kennedy containing a Photostat of a
letter written by George Washington. The original letter was owned by CIA employee Walter Pforzheimer. The text
of the DCI's letter follows:
"Dear Mr. President:
lam sending you herewith a Photostat of General Washington's letter to Colonel Elias Dayton, a copy of
which you requested last Thursday when you were here. This letter contains the following paragraph which
particularly interested you:
'The necessity of procuring good intelligence is apparent & need not be further urged -- All that
remains for me to add is that you keep the whole matter as secret as possible. For upon Secrecy, Success
depends in most Enterprises of the kind, and or want of it, they are generally defeated; however well
planned & promising a favorable issue.'

Jam also attaching a transcript of the full letter. This letter is addressed to Colonel (later General) Elias
Dayton, then at Elizabeth Town, New Jersey. Colonel Dayton was a line officer who was a trusted intelligence
officer of General Washington.
This letter comes from the personal collection of one of our employees, Walter Pforzheimer, and as far as
can be determined is still unpublished. Mr. Pforzheimer would be pleased to have you use this letter or any
quotations from it in any way you may desire. It is noted on the back of the letter that it is in General Washington's
'own handwriting.' It may actually, however, be in the hand of an aide. It is certainly genuinely signed in
Washington's own hand.

� Walter Pforzheimer served at the CIA with the Legislative Counsel from January 1949 to December 1955.
The material reviewed did not indicate how Mr. Pforzheimer acquired the letter or the exact date of the
letter There was no text of the Washington letter itself in reviewed files.

Motorized Submersible Canoe, code-named Sleeping Beauty," which, according to the requester, was designed
during WWII by the OSS and the British Special Operations Executive (SOE).

conducted on behalf of a previous requester.

(U//AMIT A requester from Louisiana seeks all available records on deceased political activist Stokely Carmichael,
who later changed his name to Kwame Ture.

(Uffittte* Scottish Requester Wants Information on Palestinian Bomb-maker
(UHA111T7) A requester from Glasgow, Scotland asked for a copy of an "interview with Marwan Khreesat," whom
he states is the bomb-maker of the Popular Front for the Liberartion of Palestinian General Command (PFLP-GC).
The requester states this interview is mentioned in the book Cover-Up of Convenience, by John Ashton and Ian
Ferguson.

(U//7=0) Frequent requester, National Security Archive, requests "disclosure of an October 1996 study of links
between guerrilla groups and narcotics trafficking in Colombia."
