(1.11/A+1443) From the Archives: DCI Dulles in 1954 on How Communists Pervert the Law (U// V) In 1954, DCI Allen Dulles addressed an alumni dinner at the University of Chicago Law School on the topic, "How can a society like our own which bases its actions on respect for law deal with the Soviet bloc...." He recounted how the Communists in general perverted the use of law to obtain their own goals, and cited as an example the Italian elections of 1953 in which a million ballots thought by the Communists likely to be unfavorable to them were invalidated by various means. "In Naples alone, I am told, some 10,000 ballots were thrown out by the Communists because in sealing the ballot envelope, the women casting the votes had left a trace of lipstick. The election law provided there should be no extraneous markings on the ballot." The document was recently reviewed by the DCI team at the CIA Declassification Center. This is a record.
