Overview of IRR Activities Last Week: (Ullic1171") FOIA Requests (UHAIT717) European Requester Wants Information on China and Southeast Asia (U//7MLY) A requester who describes himself as a "Cold War Historian" from Austria asks for a copy of "the Origins of CIA's clandestine organizations in the Far East in: Clandestine S. [Series] History 195 (1945-1952)." (b)(3) � The FOIA case manager informed the requester that the provisions of the CIA Information Act, 50 U.S.C. 431, under which operational files of the CIA have been exempted from the FOIA, 5 US.C. 552, as amended, are applicable in this instance. Any actual histories, including that to which was referred, are located in files that are protected from search and review. (1111,4113.0) Boston Newspaper Seeks Information on Fugitive (U/P211.14Q) A requester from the Boston Herald requests information on the FBI's No. 2 Fugitive, James "Whitey" Bulger. The requester alleges Mr. Bulger has been indicted "for the murder of 20 American citizens," and has been a "fugitive from justice for 8.5 years." The requester also alleges that "his working relationship with Federal agencies (i.e. FBI and CIA) protected him while he committed many crimes." (WM4140) CIA Declassification Center (U/hte1430) From The Archives: Citizen Lewis Powell, Jr. Writes to DCI Dulles, Later Named to Supreme Court (U///t1110) In the spring of 1960, Lewis Powell, Jr., a future Supreme Court Justice who at the time was a partner in the Richmond, Virginia law firm of Bunton, Williams, Gay, Powell, & Gibson, wrote to DCI Allen Dulles about the Congressional investigation of the U-2 shoot down involving CIA pilot Gary Powers: "It is regrettable that this entire affair has been so widely misunderstood. Some degree of embarrassment and a good deal of adverse 'propaganda' was to be expected upon detection (especially on the eve of the Summit), but sophisticated governments all over the world surely understand the realities of this situation." "In any event, I wish to extend to you and your colleagues my warmest congratulations on a truly remarkable achievement. Mr. Powell also wrote Senator Fulbright, who was chairing the Congressional hearing on the incident: "There is one point in particular which seems to have been largely ignored ... the truly remarkable achievement of those responsible for the U-2 project. ..which goes back some six or seven years. This involves the ingenuity and imagination of those who conceived, planned and implemented the procurement of those unique aircraft... and ...all of those who, for four years, have been conducting with great skill and courage what is undoubtedly the most daring and successful intelligence operation in the history of the world....the U-2's success should hearten every American and also our Allies." � The letters were encountered recently at the CIA Declassification Center where certain high priority files from the Office of the DCI for the period 1947 to 1961 are being reviewed for release. � Lewis Powell, Jr was appointed to the US Supreme Court by President Nixon in 1971, and took the oath of office in 1972. He served on the Supreme Court for 15 years. This is a record.
