McMahon & Associates requested "all documents referring to any information, in any kind of format, that your agency supplied to the US State Department, concerning the contents of the State Department Fact Sheet 'Usama Bin Laden: Islamic Extremist Financier issued on August 14, 1996. We would be very interested in any communication that anyone in or associated with your agency had with the Department of Treasury, and specifically the Office of Foreign Assets Control, concerning the aforementioned 'fact sheet' The requester concludes: "And, please do not try to limit your response, see LaCedra v. Executive Office for United States Attorneys." � In LaCedra v. Executive Office for United States Attorneys (EOUSA) requester LaCedra wrote a letter to EOUSA requesting "all documents" pertaining to the subject of his request. In his letter, he also enumerated certain specifically requested items. EOUSA interpreted his request to mean he wanted only the enumerated items and responded accordingly. LaCedra appealed and the US Court of Appeals found for the requester, stating, the "subsequent enumeration of specific items does not limit his intial request but only indicates a subset of the larger class of documents in which he is especially interested." He wants to know what troops and units were involved in order to analyze the resistance faced and what could be improved in the future. (U//A-H403). CIA Declassification Center (U//A441.0) RAC Team Begins Scanning and Support Operations at NARA (UHRIttia) A Remote Archive Capture (RAC) team from the CIA Declassification Center visited the National Archives facility in Washington, DC to begin document preparation and scanning of Truman and Ford-era National Security Council (NSC) material. The team will process 60 boxes of Truman material and 40 boxes of Ford-era NSC material, totaling 100,000 pages. The Truman material is fragile and requires careful handling during the document preparation phase, which is proving to be very time consuming. (U/71171) From the Archives: Truman Offers Candidate Eisenhower CIA Briefings (U/OltIlle) Reviewers at the CIA Declassification Center encountered an interesting exchange between President Truman and presidential candidate Dwight Eisenhower that occurred in August 1952 --just a few months before Eisenhower was elected to succeed Truman as President. Truman invited Eisenhower to attend a Cabinet meeting and added that "if you can arrive at about twelve fifteen I'll have (DCI) General Smith and the Central Intelligence Agency give you a complete briefing on the foreign situation." President Truman also said he made arrangements for the CIA to furnish a weekly report on the world situation as I also have for Governor Stevenson," referring to Eisenhower's opponent in the 1952 election, Adlai Stevenson, Governor of Illinois. Eisenhower responded, "With respect to the weekly reports from the Central Intelligence Agency that you kindly offered to send me, I will welcome those reports. In line with my view, however, that the American people are entitled to all the facts in the International situation, save only in those cases where the security of the United States is involved, I would want it understood that the possession of these reports will in no other way limit my freedom to discuss or analyze foreign programs as my judgment dictates." (U/LA.1110) From the Archives: Food Supply in Bucharest in 1950 (U/i4eal.Q) The food supply in Bucharest, Romania in 1950 was scarce and of poor quality, according to documents reviewed recently at the CIA Declassification Center,: � Meat is made available to the population only on the eve of holidays. From time to time, lower jawbones of cattle are sold in the markets. � Bread is of uniformly poor quality. State stores sell for ten lei a small loaf weighing less than 100 grams. The peasant, on the other hand, receives four lei per kilogram for grain sold to the state. With the approach of summer, fat was distributed in place of oil. � After lengthy waits in queues, purchasers occasionally are able to purchase 100 grains of butter. � Almost all food must be purchased on the black market. The monthly cost of food for a family of two or three is 15,000 lei. A majority of salaried employees and workers earn from 4,000 to 10,500 lei per month. Laundry soap must be purchased on the black market because the soap distributed by the state is of such poor quality. This is a record.
