Overview of IRR Activities Last Week: (U//41434) FOIA Requests (UHAI-1344) National Security Archive Wants Information on People's Republic of China (U//Artr) The National Security Archive seeks copies of "any estimate, reports, studies (national or CIA), or articles in CIA periodicals published between 1965 and 1985 concerning ballistic missile or space programs of the People's Republic of China." (b)(3) (b)(5) � The FOIA case manager accepted the request/ (UHAtitiO) Middle School Student Interested in CIA Analyst's Career (UHATrin) A Pennsylvania middle school student wrote in requesting information about the career of a CIA analyst, including "special requirements, education, or specialized training." He also wanted information "regarding on-the-job training opportunities." � The FOIA case manager sent the student two publications that may answer some of his questions, and referred him to the CIA's website on the Internet for further information. (U/h4.1444) CIA Declassification Center (UHAIreiff) ERWG Meets at NARA in Washington, DC (UHATIlej- On 21 May 2003, the Information Security Oversight Office (IS00) hosted the monthly meeting of the External Referral Working Group (ERWG) at the National Archives in Washington, DC. Attendees totaled 36 representatives from 16 federal organizations. ISOO's Laura Kimberly led off the meeting by updating the participants on the referral process for organizations that now fall under the Department of Homeland Security (DHS). As a new organization, DHS is still working on its internal structure and processes. She also addressed the process and schedule for the new implementing directive for EO 12958 as amended. The ERWG expressed an interest in becoming actively involved in the process as soon as possible, given the short timeline for completing the directive. ISO� agreed and scheduled a meeting for Tuesday, 27 May 2003, so that all interested parties could begin discussions on the new directive. (U//A41444 Carter Presidential Library Visit (U//k143(4) During 18-20 May 2003, representatives from the CIA Declassification Center visited the Carter Presidential Library, Atlanta, Georgia, to review the progress of the ongoing equity recognition effort under the Remote Archive Capture (RAC) program and to ensure the smooth start-up to the third round of the scanning of classified documents held at the Library. (1.111AZIX9 From the Archives: "Many Analysts Can't See Forest for Trees" � (UHAILIQ). "Many analysts can't see the forest for the trees," according to Robert Komer in an undated typed draft that was reviewed recently at the CIA Declassification Center. The document is part of Robert Komer's NSC papers that now reside in the LBJ Presidential Library. Mr. Komer wrote, "... intelligence has become such a specialized field that so many analysts get so involved with details that they can't see the forest for the trees. This is not a problem in 0/NE -- in that august office they never let us write about the trees..." In the margin, Komer wrote further, in reference to 0/NE, "Office of Oversimplification and Glittering Generalities." � 0/NE refers to the Office of National Estimates -- a predecessor to the National Intelligence Council (NIC). Originally under the DI, 0/NE became a component reporting directly to the DCI in 1966. � According to William Colby's book Honorable Men, Robert Komer "... served as a CIA analyst writing national estimates ..." before he moved to the National Security Council where he served during the Kennedy and Johnson administrations. LBJ sent Komer to Vietnam in 1967 to be General Westmoreland's deputy for "Civil Operations and Revolutionary Development Support" (CORDS). LBJ appointed Kamer Ambassador to Turkey in 1967. Robert Komer died in 2000 and is buried in Arlington Cemetery. This is a record.
