(U/1r1+,144) A requester from Rhode Island is seeking information on seven individuals, including 3 foreign nationals,
who were of importance to the history of the American or world Trotskyist communist movement." He plans to use
the information in a book he is writing on the history of American Trotskyism, as a follow up to his book on
international Trotskyism.
� The FOIA case manager provided the requester with a Glomar -- refusal to confirm or deny the existance
or non-existence of records -- on the three foreign nationals. The requester was also informed that he
must provide more complete biographic information on the remaining four individuals as well as a
commitment to pay fees before any searches could be conducted.

(president of South Vietnam until 1963) and his brother, Ngo Dinh Nhu. The student wants the information in
support of his Ph.D dissertation, which is a study of US relations with South Vietnam during 1954-1963.

(U//AIU0): In a speech that was recently reviewed at the CIA Declassification Center, Lt. General Vernon Walters,
during the time he was DDCI, told a story to a group in Pittsburgh that illustrated the importance of keeping secrets.
"One day General Washington had spent the night at the home of a revolutionary sympathizer and as he was leaving,
the sympathizer's wife said to him, 'Oh, General, where do you ride tonight?' And he leaned down in the saddle and
said, 'Madame, can you keep a secret?' And she said, 'Of course.' And he said, 'So can I. Good day, Madame.' And
rode on."
