Overview of IRR Activities Last Week: (b)(3) (b)(5) (UHA-115.6) IRPB Expands "Studies in Intelligence" Quality Assurance Review (UHArBee) PPRD's Information Review Policy Branch (IRPB) completed its quality assurance review of Tranche IV of the "Studies in Intelligence" collection. Unlike previous QA reviews, this collection, composed of 228 articles, includes many Studies articles taken from a published book, the CIA's public website, FOIA cases, and a previous release of Studies articles to the National Archives and Records Administration (NARA) in 1993. Overall, most discrepancies that IRPB identified in the collection involved names, methods, inconsistent redactions within and between documents, and inconsistencies with other release program guidelines. IRPB reported its findings to the Historical Collections Division, where the collection will undergo further scrutiny before its eventual release to NARA. (b)(3) (b)(3) (b)(5) UNCLASSIFIED Approved for Release: 2019/03/27 C05578120 'vs Approved for Release: 2019/03/27 C05578120 UNCLASSIFIED (b)(3) (b)(5) (U//A-1430) FAS Requests Damage Assessment of Unauthorized Classified Disclosures (U//Actile) The Federation of American Scientists (FAS) is requesting a copy of the DCI Foreign Denial and Deception Committee's (FDDC) "landmark study of damage caused by unauthorized disclosures of classified information" (January 2003). Noting that the requested material is likely unavailable in the public domain, FAS's Senior Research Analyst, Steven Aftergood asserts that the FAS "is well qualified to analyze and disseminate the requested material... Our intent would be to publish the requested material on the FAS web site where it will be freely available to all interested parties." (U//2414461) German Student Has a Laundry List of Requests (U/464140.) A requester writing from Germany is asking for documents relating to the following projects: STARGATE, PSI TECH, OSIRIS, ORION, ATLANTIS, STAR WARS, NEMESIS, NORTHWOODS, HOMERUN and BLUEBOOK. Additionally; he requests an "official statement regarding the military base in Nevada," which he refers to as "Area 51." (U///clirlfk) CIA Declassification Center (U//A443/4)�ISOO Briefs ERWG on E.O. 12958's Implementing Directive (Ullittte) The External Referral Working Group (ERWG) met on 3 September at the National Archives Building. The Information Security Oversight Office (IS00) updated the 38 attendees from 18 federal agencies on efforts underway to craft the implementing directive for E.O. 12958, as amended. The Interagency Working Group (IWG) plans to review the directive (which focuses on the amendments to the Order) in 'final draft' on 4 September . After a final consultation with the National Security Council (NSC), the ISO() intends to send the implementing directive to the Federal Register on 15 Septembe r. Also, the ERWG entertained a cost estimate for financing the construction and maintenance of a dedicated referral room at the Washington National Records Center (WNRC) in Suitland, MD. The proposal aims to provide relief from a recent hike in WNRC box-handling fees. It also seeks to expedite the interagency review of referrals originating at the Records Center. After discussing the cost of a WNRC referral room ($28,000 to build one, and $21,140 for monthly services), the ERWG decided to broach the cost issue with the ISOO. (1.1//A11,14) From the Archives (UHA-1440) Genesis of CIA's Historical Intelligence Collection (UHAILIC1) At a July 1963 meeting of CIA's senior staff (held biweekly and attended by all the Agency's senior officers), Walter Pforzheimer briefed the staff on CIA's historical intelligence collection. According to Mr. Pforzheimer, the collection was established in January 1956 at the request of DCI Dulles because "the library had no real collection of books on tradecraft." Dulles wanted CIA to have the greatest library on intelligence that could be compiled. Mr. Pforzheimer said the collection -- partly an outgrowth of his personal library -- included works on general intelligence; military, naval, air, and specialized intelligence; counterintelligence; all aspects of unconventional warfare and counterespionage; and some cryptography. He emphasized that to learn our profession we must absorb the precedents and experiences of the past and that "the spies who were sent by Moses into the land of Canaan were the direct linear ancestors of those who performed so valiantly for OSS, and are performing for (b)(3) CIA." � After serving as CIA's first Legislative Counsel from January 1949 to December 1955, Mr. Pforzheimer became the first curator of CIA's Historical Intelligence Collection. Mr. Pforzheimer died this past February. DCI Tenet lauded him as "truly one of CIA's founding fathers and enduring legends. Walter played a major role in securing passage of the National Security Act of 1947, which established the Central Intelligence Agency." (111/A1110) Foxbats, Phantoms, and Missiles Gone Astray (1J//k1410) An article from the 19 November 1972 Weekly Review stated that Soviet Defense Minister Grechko "returned to the USSR after a week in Syria and Egypt reaffirming Moscow's support for two of its major Arab clients. In an effort to reduce Soviet-Egyptian friction, Moscow resorted to a number of dramatic gestures to highlight the Grechko stop in Egypt. Several ships from the Soviet Mediterranean squadron arrived in Alexandria on 16 May. The same day, two Soviet-piloted Foxbat aircraft conducted the fifth Soviet over flight of the Sinai Peninsula. This was the first time the Soviets had flown the entire length. The Israelis nearly recorded a first of their own, when one of several F-4 Phantoms scrambled in reaction to the Foxbats and fired two air-to-air missiles. One missile exploded short of the target and the other passed directly under." � The article makes no further comment on this incident.
