(U//A4181A) The National Security Archive asked for "any studies or reports produced by the Foreign Broadcast
Information Service (FBIS) analyzing radio and radio broadcasting in Rwanda from 1990 through 1994," and "all
portions of the National Intelligence Daily from May 1, 1994 through July 22, 1994 concerning Rwanda."

(UHACITI) A New York requester sought "a copy and English translation of a captured North Vietnamese
physician's personal diary recovered by Hotel Company, 2nd Battalion, 9th Marine Regiment, 3rd Marine Division,
along the Song Da Krong Valley, South Vietnam/Laos (Jan. 22, 1969 - Feb. 8, 1969) during Operation Dewey
Canyon." The requester indicated that this diary "was of such great military intelligence, that it was sent to newly
elected President Nixon, after being reviewed by General Creighton W. Abrams and the Laos Ambassador William
Sullivan."
� The FOIA case officer advised the requester that he would be better served to submit his request to either
the Marine Corps or the Library of Congress, which is the custodian of all POW-MIA records releasable
to the public.

(IR/All-TO) IMS Declassification Center Scanning Team Finishes at Carter Library, Moving to California
(U//41 .14,1Q) Last week, the Remote Archive Capture (RAC) team from the IMS Declassification Center finished
scanning 841 boxes of presidential records at the Jimmy Carter Library in Georgia. The ten week project at the

Carter Library produced 208,899 images, 55% of which were CIA-originated documents or contained CIA equities.
The other 45% comprised classified records originated at the Office of Secretary of Defense, the National Security
Council, the Department of Energy and more than twenty other government organizations. The RAC scanning team
is preparing to travel to California after Labor Day to scan approximately 80,000 pages of records located at the
Hoover Institution at Stanford University and the Ronald Reagan Presidential Library in Simi Valley.
(11//gftle) From the Archives: 1954 and 1967 Intelligence Assessments of Vietnam Miss the Mark
(U//=7) The DCI team at the IMS Declassification Center recently reviewed two forward-looking intelligence
assessments of the situation in Vietnam, one in 1954 and the other in April 1967, that missed their predicted mark.
In early 1954, a CIA assessment on Vietnam indicated, "the French are in no danger of suffering a major military
reverse. They are gaining strength and confidence in their ability to fight the war to a successful military conclusion.
By the fall of 1954 French Union Forces should be in the position of being able to dominate all areas and bring the
Viet Minh to battle with victory assured for the French."
� In May 1954, French forces lost a key battle at Dien Bien Phu to the Communists, which resulted in the
French withdrawing from Indo-China .
In 1967, an NSC staffer wrote to US Ambassador Lodge in Vietnam, "I am convinced that history will record your
latest twenty-month tour as the decisive period when we not only stopped losing but began clearly winning in the
south. In every field, even that of pacification, we have managed to turn the tide. I may be wrong, but I believe
more firmly than ever that well before Tet next year even the dourest skeptics will see this reality before their eyes."

During Tet, in January 1968, the Vietcong launched an unprecedented massive military campaign against
the US. The Tet offensive of 1968 caused the US to reevaluate its military and political policies in
Vietnam, and in March 1968 President Johnson announced that he would not run for reelection
